AREAS AFFECTED: Humboldt, CA
DESCRIPTION: * WHAT...Urban areas and small streams flooding caused by excessive rainfall continues. * WHERE...Northwestern Humboldt County in northwestern California... * WHEN...Until 230 PM PST. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. Expect many areas of slow moving or standing water. * ADDITIONAL DETAILS... - At 117 PM PST, local law enforcement reported flooding in the warned area. Flooding is already occurring. Between 2 and 4 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are possible in the warned area. - Some locations that will experience flooding include Sunny Brae, Bayside, Jacoby Creek, and Indianola. - http://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Drive with extra caution. Be aware of your surroundings and do not drive on flooded roads. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Cirrocumulus clouds form at high altitudes (usually around 5 km)
and have distinguishing characteristics displayed in a fine layer of
small cloud patches. These small cloud patches are sometimes referred to as
"cloudlets" in relation to the whole cloud formation.
Cirrocumulus clouds are formed from ice crystals and water droplets. Often, the
water droplets in the cloud freeze into ice crystals and the cloud becomes a
cirrostratus cloud. Because of this common occurrence, cirrocumulus cloud
formations generally pass rapidly.
